أصدر الرئيس السنغالي ماكي صال، اليوم الأحد، عفواً رئاسيا عن خليفة صال، عمدة دكار السابق، الموجود في السجن منذ عدة سنوات بتهمة سوء التسيير والفساد والإثراء غير المشروع.
وجاء العفو الرئاسي في مرسوم موقع من طرف الرئيس ماكي صال شخصياً، وشكل مفاجأة كبيرة للرأي العام المحلي.
وصدر بحق عمدة دكار السابق حكما بالسجن خمس سنوات، بعد إدانته وسبعة من معاونيه باختلاس أموال عمومية بقيمة 1,8 مليار فرنك غرب إفريقي من صندوق البلدية الأكبر في السنغال.
وكانت محكمة الجنايات بدكار قضت ابتدائيا يوم 30 مارس من العام الماضي 2018، بخمس سنوات سجنا نافذا وغرامة بقيمة 5 ملايين فرنك إفريقي (حوالي 8 آلاف أورو) في حق خليفة صال، وهي العقوبة التي أيدتها محكمة الاستئناف بدكار في شهر أغسطس 2018.
وتم اعتقال خليفة صال ومعاونيه يوم 7 مارس 2017، ووجهت إليهم تهم عديدة من ضمنها «تكوين عصابة، واختلاس أموال عمومية، والنصب والتزوير وحيازة محررات إدارية مزورة».
ويعد خليفة صال شخصية سياسية بارزة في الحزب الاشتراكي بالسنغال، وكان أحد المرشحين بقوة لخوض الانتخابات الرئاسية الماضية، ولكن ملاحقته بتهمة الفساد منعت ترشحه.
